General Meeting – March 9 at 9:00AM

Our March General Meeting is scheduled for March 9 at 9:00AM in the library.

Most importantly, and certainly the most fun, we will hear from our Ecology club. The Ecology club is comprised of our 4th and 5th grades and headed up by Mrs. Johnson and Mrs. Vizek. They will talk about what they are doing this year and their zero waste lunch program.

Also on our agenda is the nomination of PTO officers for 2010-11. We will address our three proposed bylaws revisions. One proposed revision is the adding the possibility of a co-presidency. Another proposed change is an unlimited term for the president and treasurer. And the last is a three year term limit for the president and treasurer. All three will be called for a motion, a second and then discussion. According to our bylaws a 2/3 majority needs to be present for a bylaw revision.

And if that’s not enough to spark your interest. . .we are going to hear a proposal for a Fall Auction. Come and let us hear what you think!! Not to mention the coffee is pretty darn good.

By-Law Revisions

In response to the discussion at the general meeting 2/2, the Nomination Committee and the Parliamentarian recommends the following by-law changes. They have been further revised to add a term-limit to the president and treasurer.

ARTICLE VIII

OFFICERS AND THEIR ELECTION

Section 2

A person shall not be eligible to serve more than two (2) consecutive terms as president or treasurer, unless approved by the General Membership by vote; upon approval, that person shall be eligible for nomination either by the Nominating Committee or from the floor. The president or treasurer may serve no more than three (3) consecutive terms. Other officers may serve more than two consecutive terms.




Bylaw Revision Proposed Allow for a Co-Presidency

In deliberations with the Nominating Committee, it was concluded that this membership would be best served by proposing an amendment, which would provide the membership with the option of having a co-presidency.

Currently, Article VIII, Section 2 of the Bylaws state that, in addition to the Parliamentarian, the officers shall be a President, 2 Vice Presidents, a second Vice President, a third Vice President, a Recording Secretary, and a Treasurer. Art. VIII, Section 2(a).

More specifically, the amendment proposed would provide language whereby 2 individuals might serve as co-presidents. For example, such a bylaw might simply state that:

The officers of this organization shall be a president or two co-presidents; two(2) first vice presidents, one (1) second vice president, one (1) third vice president, recording secretary, and a parliamentarian..

Other District 96 Schools have already amended their bylaws to include similar provisions including Ames, Hollywood, and more recently, Hauser. In addition, RB has a similar provision. (Naturally, the Executive Board must approve the proposal.)

Because many fine potential candidates for these Board positions have returned to paid employment or are seeking employment in light of the current economy, or have other such commitments, such a measure is appropriate and necessary.

To revise the bylaws we must follow the process to amend the bylaws as outlined in Article XVI:

“Section 1

  1. These bylaws may be amended at any regular meeting of Central School PTO by a two-thirds (2/3) vote of the members present and voting provided that i) notice of the proposed amendment has been given at the previous regular meeting or written notice of the proposed amendment has been given to all members thirty (30) days in advance of the regular meeting at which the amendment is to be considered, and ii) a quorum is present for the vote.
  2. A committee may be appointed to submit a revised set of bylaws as a substitute for the existing bylaws by a majority vote at a meeting of Central School PTO or by a two-thirds (2/3) vote of the Executive Board.  The requirements for adoption of a revised set of bylaws shall be the same as in the case of the amendment.
  3. After approval by a two thirds (2/3) vote at a regular meeting of Central PTO, one copy will be given to the president and one to the recording secretary for documentation.
  4. President shall submit an e-copy to the Central PTO webmaster for posting on the Central PTO website.”




Nominating Committee Members Needed

We will be electing the Nominating Committee for the 2010-11 PTO Executive Committee at the January 12th general meeting.   According to our by-laws:

Article VIII, Section 4:

“There shall be a Nominating Committee consisting of five (5) members, two (2) of whom shall be elected by the Executive Board from its body, and three (3) elected by Central School PTO at a regular meeting at least two (2) months prior to the election.  There shall be one (1) alternate elected by the Executive Board and one (1) by the members of Central School PTO.  The nominating committee shall choose its own Chairman.”

As stated, we need 3 members and one alternate from the community at large.  The Nominating Committee is elected at the January meeting.  The committee meets over the next month in order to prepare a proposed slate for the February 2nd General Meeting.  At the March meeting, the membership will vote on the Nominating Committee’s proposed slate.

The meeting starts at 9:00AM and tries to end promptly at 10:30AM in the Central library. Babysitting will be provided in the school cafeteria. Please enter and sign in at the Central office.

District 96 Board Meeting – October 20, Hollywood School

meetingThe PTO encourages all to attend District 96 board meetings.  Many important topics are discussed and voted on.  It is important as citizens to be informed… not to mention darn interesting.

The October board meeting is October 20 at 7:30 at Hollywood School.   Also if your schedule allows, the Education Committee meets at 5:00 at Hollywood before the board meeting.

On the agenda for discussion is now in the paperless world… how do you want to receive PTO information? Should the PTO also post to our web site? Or just point our membership to the district and central web site? This is not a discussion of how the district or school communicates but rather how best for the PTO to communicate?

Also on the discussion agenda is should we look into a Scrip program for fundraising?
